factory levels?

factory levels? Empty factory levels?

For a level 4 factory it says that it makes it able for you to build level 5 walls and research level 4 weapons calibration. I only have a level 3 factory, but I have level 7 walls. confused
Is this a game glitch and should I just keep my mouth shut and enjoy it? pirat
